第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會第一次會議,共收到提案(an)表126份(fen),經提案(an)委員會專(zhuan)題會議審議后,歸類(lei)整理出64件提案(an)、31個(ge)意見和建議、5個(ge)不立(li)案(an)議題。

  具體情況如下(xia):(一)對(dui)符合(he)黨和國家政策(ce)法規(gui),學(xue)校(xiao)(xiao)(xiao)有條件辦理(li),又確(que)實需要(yao)辦理(li)的(de)(de)(de)(de)提(ti)案(an),提(ti)案(an)委員會將80個(ge)議(yi)(yi)題整理(li)合(he)并(bing)為(wei)64個(ge)正式提(ti)案(an);(二)對(dui)一些不(bu)(bu)符合(he)立案(an)要(yao)求但(dan)有參考(kao)價(jia)值的(de)(de)(de)(de)提(ti)案(an),提(ti)案(an)委員會將41個(ge)議(yi)(yi)題匯(hui)總整理(li)為(wei)31個(ge)意見(jian)和建(jian)議(yi)(yi),匯(hui)總后轉送(song)有關職能(neng)部(bu)門,逐(zhu)條向提(ti)案(an)人(ren)回復(fu);(三)對(dui)屬于(yu)(yu)(yu)個(ge)人(ren)問題提(ti)案(an)、或(huo)提(ti)出的(de)(de)(de)(de)問題正確(que),但(dan)已經解(jie)決的(de)(de)(de)(de)提(ti)案(an),以(yi)及一時沒有條件解(jie)決的(de)(de)(de)(de),可向提(ti)案(an)人(ren)做出解(jie)釋(shi)的(de)(de)(de)(de)提(ti)案(an),則不(bu)(bu)予立案(an)。(四)5個(ge)不(bu)(bu)立案(an)議(yi)(yi)題:第(di)一,關于(yu)(yu)(yu)為(wei)來深(shen)探望子(zi)女的(de)(de)(de)(de)父(fu)母提(ti)供臨時住所的(de)(de)(de)(de)建(jian)議(yi)(yi)。不(bu)(bu)立案(an)原(yuan)因(yin)(yin):學(xue)校(xiao)(xiao)(xiao)西(xi)麗湖校(xiao)(xiao)(xiao)區設有招(zhao)待所,可以(yi)滿足需求;第(di)二,關于(yu)(yu)(yu)建(jian)議(yi)(yi)學(xue)校(xiao)(xiao)(xiao)為(wei)各(ge)二級(ji)學(xue)院(yuan)單位配備急救箱的(de)(de)(de)(de)提(ti)案(an)。不(bu)(bu)立案(an)原(yuan)因(yin)(yin):急救工作(zuo)(zuo)涉(she)及面廣,針對(dui)性強,需要(yao)有資(zi)質的(de)(de)(de)(de)醫護人(ren)員正確(que)規(gui)范操作(zuo)(zuo),建(jian)議(yi)(yi)將突發情況及時報告醫務(wu)室或(huo)校(xiao)(xiao)(xiao)外醫療機構處置(zhi);第(di)三,關于(yu)(yu)(yu)清(qing)理(li)辦公室毀(hui)壞桌椅的(de)(de)(de)(de)提(ti)案(an)。不(bu)(bu)立案(an)原(yuan)因(yin)(yin):無明(ming)確(que)地點;第(di)四,關于(yu)(yu)(yu)修剪學(xue)校(xiao)(xiao)(xiao)內路邊的(de)(de)(de)(de)樹枝的(de)(de)(de)(de)提(ti)案(an)。不(bu)(bu)立案(an)原(yuan)因(yin)(yin):屬于(yu)(yu)(yu)明(ming)喆物業綠化管理(li)日常工作(zuo)(zuo);第(di)五,關于(yu)(yu)(yu)校(xiao)(xiao)(xiao)門增加校(xiao)(xiao)(xiao)區標識,設計(ji)考(kao)慮建(jian)筑(zhu)風水的(de)(de)(de)(de)提(ti)案(an)。不(bu)(bu)立案(an)原(yuan)因(yin)(yin):不(bu)(bu)符合(he)一事(shi)一議(yi)(yi)原(yuan)則,其(qi)中一事(shi)提(ti)法亦(yi)不(bu)(bu)妥當。

  二、提案受理情況

  在落實(shi)提(ti)案辦理(li)的(de)過程中,學校工會(hui)多(duo)次召開提(ti)案工作委員會(hui)會(hui)議(yi),及時與有關(guan)的(de)職能部門進行溝通(tong),完成提(ti)案處理(li)落實(shi)工作。

  64件提案涉及到教學、科研、學生(sheng)(sheng)、人事、行政教輔、生(sheng)(sheng)活服務(wu)及其(qi)它等(deng)7個方(fang)面。其(qi)中(zhong)“(一)制(zhi)作(zuo)佩戴校徽;(二)開設“書院(yuan)論壇(tan)”;(三(san))推進(jin)解決教職工(gong)集資款;(四)進(jin)一步完善(shan)校園無線(xian)網(wang)絡覆(fu)蓋;(五(wu))新(xin)增校區電(dian)瓶(ping)車、方(fang)便師(shi)生(sheng)(sheng)員工(gong)出(chu)行”等(deng)5件提案確定為2013年(nian)度學校為教職工(gong)辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案(an)(an)委員(yuan)會(hui)是雙代會(hui)提(ti)案(an)(an)落實(shi)的最(zui)基本的工作組織(zhi)。本著“提(ti)醒(xing)重(zhong)視,溝通交(jiao)流,推動進(jin)程”的工作原則,對(dui)與多部(bu)門相(xiang)關的提(ti)案(an)(an),注(zhu)重(zhong)組織(zhi)協(xie)調;對(dui)常規提(ti)案(an)(an),逐一跟蹤檢(jian)查。一年來,在校分管領導的指導、各(ge)部(bu)門支持、以(yi)及全體(ti)委員(yuan)和校工會(hui)共同(tong)努(nu)力下,較好地履行(xing)了(le)職責,順利地完成了(le)工作任(ren)務。

  1.做好提案(an)宣傳工(gong)作,使廣(guang)大教(jiao)職工(gong)和雙(shuang)(shuang)代會代表加深(shen)對提案(an)價值(zhi)的(de)認(ren)識:即提案(an)是(shi)雙(shuang)(shuang)代會廣(guang)泛聯系群眾(zhong)、集中群眾(zhong)智慧(hui)、吸引教(jiao)職工(gong)參與學校民(min)主(zhu)管(guan)理和民(min)主(zhu)監(jian)督的(de)一(yi)個重要途(tu)徑。

  2.保證提(ti)案調研時間。嚴(yan)格執(zhi)行雙(shuang)代會相(xiang)關(guan)規定,督促代表樹立群(qun)眾意(yi)識,平時注(zhu)意(yi)群(qun)眾反映(ying),為提(ti)案準備信息(xi)資源(yuan),及(ji)時反映(ying)教職工的意(yi)見和建議。

  3.準確(que)把握(wo)提(ti)案(an)(an)的(de)(de)立(li)案(an)(an)。凡是按要求提(ti)交的(de)(de)提(ti)案(an)(an)表,原則上都予以立(li)案(an)(an)。對于沒有立(li)案(an)(an)的(de)(de)提(ti)案(an)(an),即使是個案(an)(an)或(huo)建議,本著實事求是的(de)(de)態度認真對待和處(chu)理。

  4.不斷提高提案(an)(an)辦理(li)的質量。一是規范提案(an)(an)辦理(li)的程序;二(er)是加大督辦的力(li)度,跟蹤落實,確(que)保能解決的問(wen)題及時解決。一些因客(ke)觀原(yuan)因一時做不到的,則做好解釋工(gong)作,真正做到案(an)(an)案(an)(an)有(you)回音,件件有(you)交待(dai)。

  5.推動承辦單位實施“一把手”工(gong)程,確(que)保(bao)交出(chu)(chu)滿(man)意“答卷”。在(zai)提(ti)(ti)(ti)案(an)辦理(li)(li)過程中(zhong),絕大多數(shu)承辦單位一把手親自負責(ze),親自過問(wen),從嚴要求、從快(kuai)辦理(li)(li),表現(xian)出(chu)(chu)對學校(xiao)事業高度負責(ze)的態度。人(ren)事處承辦提(ti)(ti)(ti)案(an)14件(jian)、意見和(he)(he)建(jian)議(yi)5個(ge);后(hou)(hou)勤(qin)基(ji)建(jian)處承辦提(ti)(ti)(ti)案(an)11件(jian)、意見和(he)(he)建(jian)議(yi)12個(ge)。此類提(ti)(ti)(ti)案(an)大多是(shi)民生(sheng)話題,直接關(guan)(guan)系到師生(sheng)員工(gong)的切身利益(yi)。在(zai)接到提(ti)(ti)(ti)案(an)后(hou)(hou),兩個(ge)部門負責(ze)人(ren)分(fen)別帶領有關(guan)(guan)人(ren)員,認真分(fen)析原因(yin),限時辦理(li)(li),并(bing)加(jia)強(qiang)與(yu)提(ti)(ti)(ti)案(an)人(ren)溝通,爭取提(ti)(ti)(ti)案(an)人(ren)的理(li)(li)解和(he)(he)支持(chi)。

  至(zhi)2013年底,在(zai)各承(cheng)辦部門的(de)(de)(de)大(da)力(li)支(zhi)持和配合(he)下(xia),已(yi)全部答復提案人。承(cheng)諾(nuo)為教職(zhi)員工辦的(de)(de)(de)年度5件實(shi)事中(zhong),書院(yuan)論壇開始(shi)運作;電(dian)瓶車新(xin)增了3輛;校(xiao)徽在(zai)進(jin)一步的(de)(de)(de)改(gai)進(jin);校(xiao)園無線網絡在(zai)進(jin)一步的(de)(de)(de)完善(shan);教職(zhi)工集(ji)資款這一歷史遺留問題正在(zai)處(chu)理中(zhong),學(xue)校(xiao)一如(ru)既往積極與上海思(si)(si)博職(zhi)業(ye)技術學(xue)院(yuan)聯系,責(ze)成校(xiao)內有(you)關(guan)公司按公司法(fa)合(he)法(fa)、合(he)理、合(he)情地(di)予(yu)以(yi)解(jie)決。3月(yue)20日,上海思(si)(si)博職(zhi)業(ye)技術學(xue)院(yuan)黨政(zheng)主要領導帶(dai)隊來校(xiao)尋求解(jie)決途徑。我們將繼續跟蹤推進(jin),確保教職(zhi)工的(de)(de)(de)合(he)法(fa)權益(yi)。

  綜上所述,上次(ci)會議64件(jian)(jian)提案中,不(bu)宜(yi)采用和(he)難(nan)以(yi)落實的共10項,占(zhan)15.6%;其余(yu)54件(jian)(jian),已(yi)經(jing)落實和(he)正在落實的48件(jian)(jian),占(zhan)75.0%;還有正在論證(zheng),經(jing)過努(nu)力可以(yi)完成的6件(jian)(jian),占(zhan)9.4%。

  提(ti)(ti)案(an)(an)委員會(hui)向提(ti)(ti)案(an)(an)人發出《提(ti)(ti)案(an)(an)反(fan)饋(kui)意(yi)見(jian)評(ping)(ping)價表》,對職能(neng)部門承辦的64個提(ti)(ti)案(an)(an)給出“滿(man)(man)意(yi)”、“不滿(man)(man)意(yi)”、“無(wu)(wu)所謂”的評(ping)(ping)價意(yi)見(jian)。統計結果為:2個提(ti)(ti)案(an)(an)被評(ping)(ping)“無(wu)(wu)所謂”,5個提(ti)(ti)案(an)(an)被評(ping)(ping)“不滿(man)(man)意(yi)”,57個提(ti)(ti)案(an)(an)都被評(ping)(ping)為“滿(man)(man)意(yi)”,提(ti)(ti)案(an)(an)反(fan)饋(kui)意(yi)見(jian)的滿(man)(man)意(yi)度為89.1%。

  五、存在問題和今后的打算

  提案工作與過去相(xiang)比有(you)進步,但仍然存在一些(xie)問題和不足。

  1.個別提(ti)案(an)承辦(ban)部門對所辦(ban)理(li)(li)的(de)提(ti)案(an)重視程(cheng)度不夠,辦(ban)理(li)(li)過程(cheng)拖拉,辦(ban)理(li)(li)質量不高。

  2.雙代(dai)會代(dai)表提案(an)工作水(shui)平有待提高,特(te)別是提案(an)撰寫比較(jiao)集(ji)中民(min)生福利,而對學校(xiao)發展大局關注(zhu)度不夠。

  針對存(cun)在的問題,我們提(ti)(ti)出改(gai)進工作的措施:(1)加強(qiang)與提(ti)(ti)案承(cheng)辦部門溝通,提(ti)(ti)升他們對提(ti)(ti)案落(luo)實工作重要性的認(ren)識(shi);(2)在可能(neng)的條件下,對雙代會代表(biao)進行提(ti)(ti)案方面的培訓學習,提(ti)(ti)高提(ti)(ti)案工作水平(ping)。

  六、總結表彰

  經工會(hui)委員會(hui)評選,2013年度(du)4個“優(you)秀提(ti)案”和2個“提(ti)案承辦(ban)先進單位(wei)”分別是:

  第一,鄭永(yong)森(sen)、張臻(zhen)、蘇文(wen)(wen)代(dai)表(biao)提(ti)出(chu)的(de)(de)“開設‘書(shu)院講壇(tan)’,推進書(shu)院制改革(ge)和文(wen)(wen)化育人工作(zuo)”;第二,麻小紅(hong)、魯林(lin)華(hua)、施蓓、朱方來、鮑薇(wei)薇(wei)、邱浩、肖(xiao)景文(wen)(wen)、王群、張雷代(dai)表(biao)提(ti)出(chu)的(de)(de)“公(gong)布學(xue)校教師集資款運營(ying)狀態”;第三(san),郭剛、吳鋒、余菲、李放、尹向東、陳燕代(dai)表(biao)提(ti)出(chu)的(de)(de)“將無線網絡覆蓋整個(ge)校區”;第四(si),袁述義、楊燕云、文(wen)(wen)小龍代(dai)表(biao)提(ti)出(chu)的(de)(de)“制作(zuo)佩戴(dai)校徽”。

  2013年度(du)2個(ge)“提案(an)承辦先進單位(wei)”分別(bie)是人事處、后(hou)勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學校(xiao)(xiao)《教職(zhi)工(gong)代(dai)表大(da)會(hui)(hui)工(gong)作細則》和工(gong)會(hui)(hui)的(de)有關(guan)規定,校(xiao)(xiao)工(gong)會(hui)(hui)于(yu)今年3月初向學校(xiao)(xiao)提(ti)(ti)交了(le)“關(guan)于(yu)召開第(di)(di)五屆教代(dai)會(hui)(hui)暨第(di)(di)六(liu)屆工(gong)代(dai)會(hui)(hui)第(di)(di)二(er)次會(hui)(hui)議的(de)請示”,并(bing)于(yu)3月14日得到校(xiao)(xiao)黨委批復(fu),啟動大(da)會(hui)(hui)的(de)籌備(bei)程序(xu),給各分工(gong)會(hui)(hui)發出(chu)了(le)向代(dai)表征(zheng)集提(ti)(ti)案(an)(an)的(de)通知(zhi)。代(dai)表們圍繞學校(xiao)(xiao)發展、人(ren)事(shi)制度改革以及(ji)教職(zhi)工(gong)所關(guan)心的(de)問題,認(ren)真(zhen)思考(kao),深(shen)入調研,廣泛聽取(qu)意見,負責任地(di)提(ti)(ti)交每(mei)一個提(ti)(ti)案(an)(an)。

  截至3月25日(ri),本次(ci)雙代(dai)會(hui)(hui)共(gong)收(shou)到99份提(ti)案(an)表(見(jian)附(fu)件2)。分為教(jiao)學、科研、學生、人事、行政教(jiao)輔、生活服務(wu)及其它等(deng)方(fang)面。會(hui)(hui)后,提(ti)案(an)工(gong)作委員(yuan)會(hui)(hui)將本著務(wu)實革新精神,對代(dai)表們提(ti)出的提(ti)案(an)進行歸類整理,認真討論(lun)研究是否立案(an),同(tong)時送校領導批示,提(ti)交相關職能部門落實辦理。
