第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙(shuang)代會(hui)(hui)第(di)一次會(hui)(hui)議,共收到(dao)提案(an)表126份,經提案(an)委(wei)員會(hui)(hui)專題(ti)會(hui)(hui)議審(shen)議后,歸類整理出64件提案(an)、31個意(yi)見和建議、5個不立案(an)議題(ti)。

  具體情(qing)況如下:(一)對(dui)符合黨和(he)(he)國家政策法規,學(xue)校(xiao)有(you)條件(jian)辦(ban)理(li)(li),又確(que)實需(xu)(xu)要辦(ban)理(li)(li)的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委員(yuan)(yuan)會將(jiang)(jiang)80個(ge)議(yi)(yi)(yi)(yi)題(ti)(ti)(ti)整理(li)(li)合并為(wei)64個(ge)正(zheng)式(shi)提(ti)(ti)(ti)(ti)案(an)(an)(an);(二(er))對(dui)一些不(bu)(bu)(bu)符合立案(an)(an)(an)要求但有(you)參考(kao)價(jia)值的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委員(yuan)(yuan)會將(jiang)(jiang)41個(ge)議(yi)(yi)(yi)(yi)題(ti)(ti)(ti)匯總整理(li)(li)為(wei)31個(ge)意見(jian)和(he)(he)建(jian)議(yi)(yi)(yi)(yi),匯總后轉送有(you)關(guan)職能部門(men),逐條向提(ti)(ti)(ti)(ti)案(an)(an)(an)人(ren)(ren)回復;(三(san))對(dui)屬(shu)于(yu)個(ge)人(ren)(ren)問(wen)題(ti)(ti)(ti)提(ti)(ti)(ti)(ti)案(an)(an)(an)、或提(ti)(ti)(ti)(ti)出的(de)問(wen)題(ti)(ti)(ti)正(zheng)確(que),但已經解(jie)決的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),以及一時沒有(you)條件(jian)解(jie)決的(de),可(ke)向提(ti)(ti)(ti)(ti)案(an)(an)(an)人(ren)(ren)做(zuo)出解(jie)釋的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),則不(bu)(bu)(bu)予立案(an)(an)(an)。(四)5個(ge)不(bu)(bu)(bu)立案(an)(an)(an)議(yi)(yi)(yi)(yi)題(ti)(ti)(ti):第(di)一,關(guan)于(yu)為(wei)來深探(tan)望子(zi)女的(de)父母提(ti)(ti)(ti)(ti)供臨時住所(suo)的(de)建(jian)議(yi)(yi)(yi)(yi)。不(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin)(yin):學(xue)校(xiao)西麗湖校(xiao)區設有(you)招待所(suo),可(ke)以滿足需(xu)(xu)求;第(di)二(er),關(guan)于(yu)建(jian)議(yi)(yi)(yi)(yi)學(xue)校(xiao)為(wei)各(ge)二(er)級學(xue)院(yuan)單位配備急救(jiu)箱的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin)(yin):急救(jiu)工(gong)作涉及面(mian)廣,針對(dui)性強,需(xu)(xu)要有(you)資質(zhi)的(de)醫(yi)護人(ren)(ren)員(yuan)(yuan)正(zheng)確(que)規范操作,建(jian)議(yi)(yi)(yi)(yi)將(jiang)(jiang)突發情(qing)況及時報告醫(yi)務室或校(xiao)外醫(yi)療機構處置;第(di)三(san),關(guan)于(yu)清理(li)(li)辦(ban)公室毀(hui)壞桌椅的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin)(yin):無明確(que)地點;第(di)四,關(guan)于(yu)修(xiu)剪(jian)學(xue)校(xiao)內路邊的(de)樹枝的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin)(yin):屬(shu)于(yu)明喆(zhe)物業(ye)綠化管理(li)(li)日常(chang)工(gong)作;第(di)五,關(guan)于(yu)校(xiao)門(men)增加校(xiao)區標識,設計考(kao)慮建(jian)筑(zhu)風(feng)水的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)(bu)(bu)立案(an)(an)(an)原(yuan)因(yin)(yin):不(bu)(bu)(bu)符合一事(shi)一議(yi)(yi)(yi)(yi)原(yuan)則,其中一事(shi)提(ti)(ti)(ti)(ti)法亦不(bu)(bu)(bu)妥當。

  二、提案受理情況

  在落(luo)實提案辦理的過程(cheng)中(zhong),學校(xiao)工(gong)會多次召開(kai)提案工(gong)作(zuo)委(wei)員(yuan)會會議(yi),及(ji)時與有關的職(zhi)能部(bu)門(men)進(jin)行溝通,完成(cheng)提案處理落(luo)實工(gong)作(zuo)。

  64件提案(an)涉及到(dao)教(jiao)(jiao)(jiao)學、科研、學生、人事(shi)、行政教(jiao)(jiao)(jiao)輔、生活(huo)服務(wu)及其它等7個方面。其中“(一)制(zhi)作佩戴校(xiao)徽(hui);(二)開設“書院論(lun)壇”;(三)推進解決教(jiao)(jiao)(jiao)職工(gong)(gong)集資款;(四)進一步完善校(xiao)園(yuan)無(wu)線網絡覆蓋;(五(wu))新增校(xiao)區電(dian)瓶車、方便(bian)師生員工(gong)(gong)出行”等5件提案(an)確(que)定為(wei)(wei)2013年度學校(xiao)為(wei)(wei)教(jiao)(jiao)(jiao)職工(gong)(gong)辦理的(de)實事(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)(ti)案(an)委員會(hui)是雙代會(hui)提(ti)(ti)案(an)落實的(de)(de)最基本的(de)(de)工(gong)(gong)作組織。本著(zhu)“提(ti)(ti)醒重視(shi),溝通交流,推動進程”的(de)(de)工(gong)(gong)作原則,對(dui)與多部門(men)相關的(de)(de)提(ti)(ti)案(an),注重組織協調;對(dui)常規提(ti)(ti)案(an),逐一跟蹤檢查。一年來,在校分管領導的(de)(de)指導、各部門(men)支持、以及全(quan)體(ti)委員和校工(gong)(gong)會(hui)共同努力(li)下,較好地履行了職責,順利地完成了工(gong)(gong)作任務。

  1.做(zuo)好(hao)提案(an)宣(xuan)傳(chuan)工(gong)作,使廣大教(jiao)職工(gong)和雙代會(hui)代表加深(shen)對提案(an)價值的(de)認識(shi):即(ji)提案(an)是(shi)雙代會(hui)廣泛聯系群眾、集中群眾智慧、吸(xi)引教(jiao)職工(gong)參與(yu)學校民主(zhu)管理和民主(zhu)監督的(de)一個重要(yao)途徑。

  2.保證提(ti)案(an)調研時間(jian)。嚴格執行(xing)雙代(dai)會相關(guan)規(gui)定,督促(cu)代(dai)表樹(shu)立群眾(zhong)意識(shi),平時注意群眾(zhong)反映(ying)(ying),為提(ti)案(an)準備信息資源(yuan),及(ji)時反映(ying)(ying)教職(zhi)工的意見和建議。

  3.準確把(ba)握(wo)提案(an)(an)的立(li)案(an)(an)。凡(fan)是(shi)按要求提交的提案(an)(an)表,原則上都予以立(li)案(an)(an)。對(dui)于沒有立(li)案(an)(an)的提案(an)(an),即(ji)使是(shi)個案(an)(an)或建議,本著實事(shi)求是(shi)的態度(du)認(ren)真(zhen)對(dui)待和(he)處理(li)。

  4.不斷提(ti)(ti)高提(ti)(ti)案辦(ban)(ban)理的(de)(de)質量。一是(shi)規范提(ti)(ti)案辦(ban)(ban)理的(de)(de)程序;二是(shi)加大(da)督辦(ban)(ban)的(de)(de)力度,跟蹤落實,確保能解決的(de)(de)問(wen)題(ti)及時解決。一些因(yin)客觀原因(yin)一時做不到的(de)(de),則做好解釋(shi)工作,真正做到案案有回音,件件有交待。

  5.推動承(cheng)(cheng)辦(ban)單位實施“一把手”工(gong)程(cheng)(cheng),確保交出滿意“答(da)卷”。在(zai)提(ti)(ti)(ti)案辦(ban)理(li)(li)(li)過(guo)程(cheng)(cheng)中,絕(jue)大(da)多數承(cheng)(cheng)辦(ban)單位一把手親(qin)自負責,親(qin)自過(guo)問,從嚴(yan)要求、從快(kuai)辦(ban)理(li)(li)(li),表現出對學(xue)校(xiao)事業高度(du)負責的(de)態度(du)。人事處承(cheng)(cheng)辦(ban)提(ti)(ti)(ti)案14件(jian)、意見(jian)和建議5個;后勤基建處承(cheng)(cheng)辦(ban)提(ti)(ti)(ti)案11件(jian)、意見(jian)和建議12個。此類(lei)提(ti)(ti)(ti)案大(da)多是民生話題,直接關(guan)(guan)系(xi)到師生員工(gong)的(de)切(qie)身利益。在(zai)接到提(ti)(ti)(ti)案后,兩個部(bu)門負責人分別帶領有(you)關(guan)(guan)人員,認(ren)真分析原因,限(xian)時辦(ban)理(li)(li)(li),并加強與提(ti)(ti)(ti)案人溝(gou)通,爭取提(ti)(ti)(ti)案人的(de)理(li)(li)(li)解和支(zhi)持。

  至(zhi)2013年底,在(zai)(zai)各承(cheng)(cheng)辦部門(men)的(de)(de)大力支持和配合(he)(he)下,已全部答(da)復提(ti)案人。承(cheng)(cheng)諾為教(jiao)(jiao)職(zhi)員工辦的(de)(de)年度5件實(shi)事中,書院(yuan)(yuan)論壇開始運作;電瓶(ping)車新增(zeng)了3輛;校徽在(zai)(zai)進一(yi)步的(de)(de)改進;校園無(wu)線網絡在(zai)(zai)進一(yi)步的(de)(de)完(wan)善;教(jiao)(jiao)職(zhi)工集資(zi)款這一(yi)歷史遺留問題正在(zai)(zai)處理中,學(xue)校一(yi)如既往積極與上海思(si)博職(zhi)業技術學(xue)院(yuan)(yuan)聯系,責成校內有關公司(si)(si)按公司(si)(si)法(fa)合(he)(he)法(fa)、合(he)(he)理、合(he)(he)情地(di)予以解(jie)決。3月(yue)20日,上海思(si)博職(zhi)業技術學(xue)院(yuan)(yuan)黨政主要(yao)領導帶隊來校尋求解(jie)決途(tu)徑(jing)。我們將(jiang)繼續跟蹤推進,確保教(jiao)(jiao)職(zhi)工的(de)(de)合(he)(he)法(fa)權益。

  綜上(shang)所述(shu),上(shang)次會議64件(jian)提案中,不宜采用(yong)和(he)(he)難以落實(shi)的(de)共10項,占(zhan)15.6%;其余54件(jian),已(yi)經落實(shi)和(he)(he)正在落實(shi)的(de)48件(jian),占(zhan)75.0%;還有(you)正在論證,經過努力可以完成的(de)6件(jian),占(zhan)9.4%。

  提(ti)案(an)委員(yuan)會向提(ti)案(an)人(ren)發出(chu)《提(ti)案(an)反饋意見(jian)評價表》,對職能部門(men)承辦的(de)64個(ge)提(ti)案(an)給出(chu)“滿(man)意”、“不滿(man)意”、“無所謂”的(de)評價意見(jian)。統(tong)計結果(guo)為(wei)(wei):2個(ge)提(ti)案(an)被(bei)評“無所謂”,5個(ge)提(ti)案(an)被(bei)評“不滿(man)意”,57個(ge)提(ti)案(an)都被(bei)評為(wei)(wei)“滿(man)意”,提(ti)案(an)反饋意見(jian)的(de)滿(man)意度為(wei)(wei)89.1%。

  五、存在問題和今后的打算

  提(ti)案(an)工作(zuo)與過去相比(bi)有(you)進步(bu),但仍然存在一些(xie)問題和不足。

  1.個別提(ti)案承辦(ban)部門對(dui)所(suo)辦(ban)理(li)的提(ti)案重視程度不夠,辦(ban)理(li)過程拖拉(la),辦(ban)理(li)質量不高。

  2.雙(shuang)代會代表提(ti)案(an)工作水平有待提(ti)高,特別是提(ti)案(an)撰(zhuan)寫比較集中民(min)生福利(li),而對學校(xiao)發展大局關注(zhu)度不夠。

  針對(dui)存在(zai)的(de)問題,我們提(ti)(ti)出改進工作(zuo)(zuo)的(de)措(cuo)施(shi):(1)加強與提(ti)(ti)案承辦部門溝通,提(ti)(ti)升他們對(dui)提(ti)(ti)案落實工作(zuo)(zuo)重要性的(de)認識;(2)在(zai)可能的(de)條件下,對(dui)雙代會代表進行提(ti)(ti)案方面的(de)培訓學習,提(ti)(ti)高提(ti)(ti)案工作(zuo)(zuo)水平。

  六、總結表彰

  經工(gong)會委(wei)員會評選,2013年(nian)度4個(ge)“優(you)秀(xiu)提案(an)”和2個(ge)“提案(an)承辦先進單位”分別是:

  第一,鄭永森(sen)、張臻、蘇(su)文代表(biao)提(ti)出的(de)“開設‘書(shu)院講壇’,推進(jin)書(shu)院制改(gai)革(ge)和文化育(yu)人工作”;第二(er),麻(ma)小(xiao)紅(hong)、魯林(lin)華、施蓓、朱方來(lai)、鮑薇(wei)薇(wei)、邱浩、肖景(jing)文、王群、張雷代表(biao)提(ti)出的(de)“公布學(xue)校(xiao)教師集(ji)資款運營狀態”;第三,郭剛(gang)、吳鋒、余菲、李放、尹向東(dong)、陳燕代表(biao)提(ti)出的(de)“將無線網絡覆蓋整(zheng)個校(xiao)區”;第四,袁述義、楊燕云(yun)、文小(xiao)龍代表(biao)提(ti)出的(de)“制作佩戴校(xiao)徽”。

  2013年度2個“提(ti)案(an)承(cheng)辦先進單位”分(fen)別(bie)是人事處、后勤(qin)基建處。

第二部分:本次雙代會提案和建議情況報告

  按照學校(xiao)《教(jiao)職工(gong)代(dai)表(biao)大(da)(da)會(hui)(hui)工(gong)作細則》和工(gong)會(hui)(hui)的有關規定,校(xiao)工(gong)會(hui)(hui)于今年3月(yue)初向(xiang)學校(xiao)提交了“關于召開第(di)(di)五屆(jie)教(jiao)代(dai)會(hui)(hui)暨第(di)(di)六屆(jie)工(gong)代(dai)會(hui)(hui)第(di)(di)二次(ci)會(hui)(hui)議的請示”,并于3月(yue)14日得(de)到校(xiao)黨委批(pi)復(fu),啟(qi)動大(da)(da)會(hui)(hui)的籌(chou)備程(cheng)序,給各(ge)分(fen)工(gong)會(hui)(hui)發出了向(xiang)代(dai)表(biao)征集提案的通知(zhi)。代(dai)表(biao)們圍(wei)繞學校(xiao)發展(zhan)、人事制度改革以及教(jiao)職工(gong)所關心的問題,認(ren)真思考(kao),深入(ru)調(diao)研(yan),廣泛聽取意見,負責任地提交每(mei)一(yi)個提案。

  截至3月25日,本次雙代會共收到99份提(ti)案(an)表(biao)(見附件2)。分為教學、科(ke)研(yan)、學生、人(ren)事、行政(zheng)教輔、生活服(fu)務(wu)及其它(ta)等方(fang)面。會后,提(ti)案(an)工作委員會將本著(zhu)務(wu)實革新精(jing)神,對(dui)代表(biao)們提(ti)出的提(ti)案(an)進行歸類整理(li),認(ren)真討論研(yan)究是否立案(an),同時(shi)送(song)校領導(dao)批示,提(ti)交相關職(zhi)能部門落實辦理(li)。
