第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年(nian)雙代會(hui)(hui)第一次會(hui)(hui)議(yi),共(gong)收到提案表126份,經(jing)提案委員會(hui)(hui)專題會(hui)(hui)議(yi)審議(yi)后(hou),歸類整理出64件提案、31個(ge)意見和建(jian)議(yi)、5個(ge)不立案議(yi)題。

  具體(ti)情(qing)況如下:(一(yi)(yi))對(dui)(dui)符合黨和(he)國家(jia)政(zheng)策法規,學校(xiao)有(you)條件辦理(li)(li),又(you)確實需要辦理(li)(li)的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員會將80個議(yi)(yi)(yi)題整理(li)(li)合并(bing)為(wei)(wei)64個正式提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an);(二)對(dui)(dui)一(yi)(yi)些不(bu)符合立(li)(li)案(an)(an)(an)(an)(an)(an)(an)要求(qiu)但(dan)(dan)有(you)參考價值的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員會將41個議(yi)(yi)(yi)題匯總(zong)整理(li)(li)為(wei)(wei)31個意見和(he)建(jian)(jian)議(yi)(yi)(yi),匯總(zong)后轉送有(you)關(guan)職能(neng)部門,逐(zhu)條向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人回復;(三(san)(san))對(dui)(dui)屬于(yu)(yu)個人問題提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)、或(huo)提(ti)(ti)(ti)(ti)(ti)出(chu)的(de)(de)(de)(de)(de)問題正確,但(dan)(dan)已經解決的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),以(yi)及一(yi)(yi)時沒有(you)條件解決的(de)(de)(de)(de)(de),可向提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人做(zuo)出(chu)解釋(shi)的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),則不(bu)予立(li)(li)案(an)(an)(an)(an)(an)(an)(an)。(四(si))5個不(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)議(yi)(yi)(yi)題:第一(yi)(yi),關(guan)于(yu)(yu)為(wei)(wei)來深探望(wang)子女的(de)(de)(de)(de)(de)父母提(ti)(ti)(ti)(ti)(ti)供臨時住所的(de)(de)(de)(de)(de)建(jian)(jian)議(yi)(yi)(yi)。不(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因:學校(xiao)西麗湖校(xiao)區設(she)有(you)招待(dai)所,可以(yi)滿足需求(qiu);第二,關(guan)于(yu)(yu)建(jian)(jian)議(yi)(yi)(yi)學校(xiao)為(wei)(wei)各二級學院單位配(pei)備急救(jiu)箱的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因:急救(jiu)工(gong)作(zuo)涉及面(mian)廣,針(zhen)對(dui)(dui)性強(qiang),需要有(you)資質的(de)(de)(de)(de)(de)醫(yi)護人員正確規范操作(zuo),建(jian)(jian)議(yi)(yi)(yi)將突發情(qing)況及時報告醫(yi)務室(shi)(shi)或(huo)校(xiao)外醫(yi)療(liao)機(ji)構處置;第三(san)(san),關(guan)于(yu)(yu)清理(li)(li)辦公室(shi)(shi)毀(hui)壞桌椅的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因:無明(ming)確地點(dian);第四(si),關(guan)于(yu)(yu)修剪學校(xiao)內(nei)路邊的(de)(de)(de)(de)(de)樹枝(zhi)的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因:屬于(yu)(yu)明(ming)喆物業綠化管(guan)理(li)(li)日常工(gong)作(zuo);第五,關(guan)于(yu)(yu)校(xiao)門增(zeng)加校(xiao)區標識,設(she)計考慮建(jian)(jian)筑風水的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)案(an)(an)(an)(an)(an)(an)(an)原因:不(bu)符合一(yi)(yi)事一(yi)(yi)議(yi)(yi)(yi)原則,其中一(yi)(yi)事提(ti)(ti)(ti)(ti)(ti)法亦(yi)不(bu)妥當。

  二、提案受理情況

  在(zai)落(luo)(luo)實提(ti)(ti)案辦理的(de)過程中,學校工(gong)會(hui)多次召開提(ti)(ti)案工(gong)作委員會(hui)會(hui)議,及時與有關的(de)職能(neng)部(bu)門進行溝通(tong),完(wan)成提(ti)(ti)案處(chu)理落(luo)(luo)實工(gong)作。

  64件提(ti)案涉(she)及到教學(xue)、科(ke)研、學(xue)生(sheng)、人(ren)事、行(xing)政教輔、生(sheng)活服務及其它等7個方(fang)面。其中(zhong)“(一)制(zhi)作佩戴校(xiao)徽(hui);(二)開(kai)設“書院論壇”;(三)推進(jin)(jin)解決教職工集資(zi)款(kuan);(四)進(jin)(jin)一步完善校(xiao)園無線網(wang)絡(luo)覆蓋;(五(wu))新增校(xiao)區電瓶車(che)、方(fang)便師生(sheng)員工出行(xing)”等5件提(ti)案確(que)定為(wei)2013年(nian)度學(xue)校(xiao)為(wei)教職工辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案委員會(hui)是(shi)雙代會(hui)提(ti)案落實的最基本的工(gong)作(zuo)組織(zhi)。本著“提(ti)醒重視,溝通交流,推動進程”的工(gong)作(zuo)原則,對與多部門(men)相關的提(ti)案,注(zhu)重組織(zhi)協調;對常規提(ti)案,逐(zhu)一(yi)跟蹤(zong)檢(jian)查。一(yi)年來,在校分(fen)管領導的指導、各(ge)部門(men)支持、以及全(quan)體委員和校工(gong)會(hui)共同努力(li)下(xia),較(jiao)好(hao)地(di)履行了職責,順利地(di)完成了工(gong)作(zuo)任務。

  1.做好提(ti)(ti)案(an)宣傳工(gong)作(zuo),使廣大(da)教職工(gong)和雙代會代表(biao)加(jia)深(shen)對提(ti)(ti)案(an)價值(zhi)的(de)認識:即提(ti)(ti)案(an)是雙代會廣泛聯系群眾(zhong)、集中群眾(zhong)智(zhi)慧、吸引(yin)教職工(gong)參與(yu)學校民主管(guan)理和民主監督的(de)一個重要途徑。

  2.保證提(ti)案(an)調研時間(jian)。嚴格執行雙代(dai)會相(xiang)關(guan)規定(ding),督促代(dai)表樹立群(qun)眾意(yi)(yi)識,平(ping)時注意(yi)(yi)群(qun)眾反映(ying),為提(ti)案(an)準(zhun)備(bei)信息資源(yuan),及時反映(ying)教職工的意(yi)(yi)見和建議。

  3.準確把握提(ti)案的(de)(de)(de)立(li)案。凡(fan)是按要求提(ti)交的(de)(de)(de)提(ti)案表,原則上(shang)都予以立(li)案。對于(yu)沒有立(li)案的(de)(de)(de)提(ti)案,即使是個案或建(jian)議(yi),本著(zhu)實事求是的(de)(de)(de)態(tai)度認(ren)真對待和處理。

  4.不斷(duan)提(ti)高提(ti)案辦理的(de)(de)質量。一(yi)是規范(fan)提(ti)案辦理的(de)(de)程序;二(er)是加大督辦的(de)(de)力度(du),跟蹤落(luo)實,確保能解決的(de)(de)問(wen)題及時解決。一(yi)些(xie)因客觀原因一(yi)時做(zuo)不到的(de)(de),則做(zuo)好解釋工作,真正做(zuo)到案案有(you)回音(yin),件(jian)(jian)件(jian)(jian)有(you)交待。

  5.推(tui)動承(cheng)辦(ban)單位實施“一把(ba)手”工程(cheng),確保交出滿意(yi)“答(da)卷”。在提(ti)案(an)(an)辦(ban)理(li)(li)過程(cheng)中,絕大多(duo)數承(cheng)辦(ban)單位一把(ba)手親自負(fu)責,親自過問,從嚴要求、從快(kuai)辦(ban)理(li)(li),表現出對學校事業高度負(fu)責的(de)態(tai)度。人(ren)事處承(cheng)辦(ban)提(ti)案(an)(an)14件、意(yi)見和建(jian)議(yi)5個;后勤基建(jian)處承(cheng)辦(ban)提(ti)案(an)(an)11件、意(yi)見和建(jian)議(yi)12個。此(ci)類提(ti)案(an)(an)大多(duo)是民生(sheng)話題,直(zhi)接關系到(dao)師(shi)生(sheng)員(yuan)工的(de)切身利(li)益。在接到(dao)提(ti)案(an)(an)后,兩個部門負(fu)責人(ren)分(fen)別(bie)帶領有(you)關人(ren)員(yuan),認真分(fen)析原因,限時辦(ban)理(li)(li),并(bing)加強與提(ti)案(an)(an)人(ren)溝(gou)通,爭取提(ti)案(an)(an)人(ren)的(de)理(li)(li)解和支持(chi)。

  至2013年(nian)底,在(zai)(zai)各承辦部門的(de)大力(li)支持和(he)配合(he)下,已全部答復提案人(ren)。承諾為教職員工辦的(de)年(nian)度5件實事中,書院(yuan)論(lun)壇開始運作(zuo);電瓶車新增了3輛;校(xiao)(xiao)徽在(zai)(zai)進(jin)一(yi)(yi)(yi)步的(de)改進(jin);校(xiao)(xiao)園無線(xian)網(wang)絡(luo)在(zai)(zai)進(jin)一(yi)(yi)(yi)步的(de)完善;教職工集資款(kuan)這一(yi)(yi)(yi)歷史(shi)遺留問(wen)題正在(zai)(zai)處理(li)中,學(xue)校(xiao)(xiao)一(yi)(yi)(yi)如既往積(ji)極與(yu)上海思博職業(ye)技術(shu)學(xue)院(yuan)聯(lian)系,責成校(xiao)(xiao)內有關公司按公司法合(he)法、合(he)理(li)、合(he)情(qing)地予以解決(jue)。3月20日,上海思博職業(ye)技術(shu)學(xue)院(yuan)黨政主(zhu)要領導(dao)帶(dai)隊(dui)來(lai)校(xiao)(xiao)尋求解決(jue)途(tu)徑。我(wo)們(men)將繼續跟蹤推(tui)進(jin),確保教職工的(de)合(he)法權益。

  綜上所(suo)述(shu),上次會議(yi)64件(jian)提案中,不(bu)宜(yi)采(cai)用和難以落實(shi)的(de)共10項,占(zhan)15.6%;其余54件(jian),已經落實(shi)和正在落實(shi)的(de)48件(jian),占(zhan)75.0%;還有正在論證,經過(guo)努力可以完成的(de)6件(jian),占(zhan)9.4%。

  提(ti)案(an)(an)委員會向提(ti)案(an)(an)人發出《提(ti)案(an)(an)反(fan)饋意見(jian)評(ping)價表》,對職能部門承辦的64個提(ti)案(an)(an)給出“滿(man)意”、“不滿(man)意”、“無所謂”的評(ping)價意見(jian)。統計結果為:2個提(ti)案(an)(an)被(bei)評(ping)“無所謂”,5個提(ti)案(an)(an)被(bei)評(ping)“不滿(man)意”,57個提(ti)案(an)(an)都(dou)被(bei)評(ping)為“滿(man)意”,提(ti)案(an)(an)反(fan)饋意見(jian)的滿(man)意度(du)為89.1%。

  五、存在問題和今后的打算

  提案工作與過去相比(bi)有進步,但仍然存在一(yi)些(xie)問題和不(bu)足。

  1.個別提案承辦部門對所辦理的提案重視程(cheng)度(du)不夠(gou),辦理過程(cheng)拖拉,辦理質量不高。

  2.雙代會代表提案工作水平有待提高(gao),特別是提案撰寫比較集(ji)中民生福(fu)利,而對學校(xiao)發(fa)展大局關注度不(bu)夠。

  針對存在的問題(ti),我們提(ti)(ti)(ti)(ti)出改進工作的措施:(1)加強與提(ti)(ti)(ti)(ti)案承辦部門溝通(tong),提(ti)(ti)(ti)(ti)升他們對提(ti)(ti)(ti)(ti)案落實工作重要性的認識;(2)在可能的條(tiao)件下,對雙代會代表進行(xing)提(ti)(ti)(ti)(ti)案方面的培(pei)訓學習,提(ti)(ti)(ti)(ti)高提(ti)(ti)(ti)(ti)案工作水平。

  六、總結表彰

  經(jing)工會委員會評選,2013年度4個“優秀(xiu)提(ti)案”和2個“提(ti)案承辦先進單位(wei)”分別是:

  第一,鄭永森、張(zhang)臻(zhen)、蘇文代(dai)表(biao)(biao)(biao)提(ti)出(chu)(chu)的“開設(she)‘書院(yuan)講壇’,推進書院(yuan)制改革(ge)和文化育人工作”;第二(er),麻小(xiao)(xiao)紅、魯林(lin)華、施蓓、朱方來(lai)、鮑薇薇、邱浩、肖景文、王(wang)群、張(zhang)雷代(dai)表(biao)(biao)(biao)提(ti)出(chu)(chu)的“公布學校教(jiao)師集資款運營狀態”;第三,郭剛、吳鋒、余菲、李放、尹向東、陳燕代(dai)表(biao)(biao)(biao)提(ti)出(chu)(chu)的“將無線網絡覆蓋整個校區”;第四(si),袁述(shu)義、楊燕云、文小(xiao)(xiao)龍(long)代(dai)表(biao)(biao)(biao)提(ti)出(chu)(chu)的“制作佩戴校徽”。

  2013年度2個“提案承辦先進單位”分別是人事處(chu)、后勤基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照學校(xiao)(xiao)《教(jiao)職工(gong)代表大會工(gong)作細(xi)則》和工(gong)會的(de)(de)有關規定(ding),校(xiao)(xiao)工(gong)會于(yu)今年3月初向學校(xiao)(xiao)提交(jiao)了(le)(le)“關于(yu)召開第五(wu)屆教(jiao)代會暨第六屆工(gong)代會第二次會議的(de)(de)請(qing)示”,并于(yu)3月14日得(de)到(dao)校(xiao)(xiao)黨(dang)委批(pi)復,啟動大會的(de)(de)籌備程序,給各分工(gong)會發(fa)出了(le)(le)向代表征集提案的(de)(de)通知(zhi)。代表們圍(wei)繞學校(xiao)(xiao)發(fa)展、人事制度(du)改革以(yi)及教(jiao)職工(gong)所關心的(de)(de)問題,認真思考,深入調研(yan),廣泛聽(ting)取意見,負責任地提交(jiao)每一(yi)個提案。

  截至3月25日,本次雙代會共收到99份提案表(見附件2)。分(fen)為教學、科研、學生(sheng)、人事、行政教輔(fu)、生(sheng)活服務及其(qi)它等方面。會后,提案工作(zuo)委(wei)員會將本著(zhu)務實革新精神(shen),對(dui)代表們提出(chu)的(de)提案進(jin)行歸類(lei)整理(li),認(ren)真討論研究是否立案,同時送校領(ling)導批示(shi),提交(jiao)相(xiang)關職能部門落實辦理(li)。
